Colour filtering is when a certain colour is selected and all the other colours have been made black and white.
In the second image the background has been made black and white and the only thing that has been left in colour is the hand. This is because the hand is then being paid more attention to for the fact that it is stealing from the girl. Font has also been added to this image and has been left in colour as another element that will drawn attention to.
